Biography

Kris A. Cox is a principal with the Firm, specializing in the areas of construction and litigation. Mr. Cox has significant experience in all aspects of construction advice and litigation, with particular emphasis on representation of owners of public works construction projects. Mr. Cox has provided legal advice and representation on all aspects of construction projects, including: Bidding and award; contract enforcement; drafting, negotiation, and review contracts; claims evaluation and resolution; litigation through trial; management of outside counsel; investigation and remediation of non-conforming construction; media relations; presentations to public entity Commissions and Boards; false claims enforcement; civil rights litigation; owner-union relations; and surety issues.

Professional Experience

Prior to joining the firm in December 2000, Mr. Cox acted as the primary construction counsel for San Francisco International Airport during its Near-Term Master Plan construction projects which involved $2.8 billion in design, management, and construction contracts, and for continuing capital improvement, maintenance, and airfield contracts.

Mr. Cox also represented the City and County of San Francisco on matters concerning construction projects and provided counsel to all Departments on all aspects of design and construction projects, including: contract specification drafting, bidding and protests, designer and contractor claims, challenges to the City's affirmative action program, disputes with construction managers, false claims enforcement, and claims defense planning and strategy.

After joining the firm, Mr. Cox has continued to represent public entity owners on large public works projects, including hospitals, light-rail or people movers, embankment dam replacement, library, and school projects. Mr. Cox continues to litigate in both state and federal courts, through trial.

Speaking Engagements and Publications

Mr. Cox has provided testimony before the California state legislature on pending legislation and has assisted in the development of legislative strategy. Additionally, Mr. Cox has provided training and advice to public entity staff on municipal law issues and contract management methods to prepare and plan for contract claims.
